I have 3 level 1 coal mines on my island. Quests are not validated.
Must I have 3 Endless coal mines ?

It means correctly, for whatever reason: "Have 3 level 1 coal mine, Endless coal mine(s) on your island". But there are just 6 level 6 coal mines available. I do it with gems.

I have 3 level 1 coal mine, as 3 level 6 where depleted.
